The Bill of Rights
Of the Inviolable Person
The protections of the natural person, enumerated.
Article I
The Right to Be a Person
You have the right to recognition everywhere as a person before the law. Your standing as a person may not be graded, divided, or revoked, and it may not be conditioned on your race, ancestry, creed, wealth, location, credentials, or on any presence or absence of genetic, biological, or technological modification.
Article II
The Right to Inviolability
Your body, your mind, your genome, and your data are yours. No authority, public or private, may enter, alter, extract from, take, or compel a change to them without your free and informed consent.
Article III
The Right to Bodily Integrity
You may not be entered, operated upon, medicated, sterilized, or physically or technologically altered against your will. Your body is not subject to anyone else’s command, and it is never anyone’s property, including as a thing to be owned, sold, or traded.
We affirm that the manners in which a person enters and leaves this world matter. Your full humanity is present at birth and at death. In both, you hold the right to be heard, informed, and respected in how that process unfolds. No system, institution, or protocol may override, rush, or render invisible the person at the center of either experience in service of its own interests.
Article IV
The Right to Mental Privacy
The activity of your nervous system, and the data your brain produces, may not be measured, recorded, or extracted without your consent. Your inner life is not a resource to be mined.
Article V
The Right to Mental Integrity
Your brain may not be altered by any outside force, whether implant, stimulation, chemical, or signal, without your consent. No one may reach in and change how you think or feel.
Article VI
The Right to Cognitive Liberty
You hold authority over your own mind. You may refuse any intervention into your mental life, and that refusal is final.
Article VII
The Right to Continuity of Self
You may not be changed in ways that alter who you are without your knowing and specific agreement. You have the right to remain the person you are.
Article VIII
The Right to Your Genome and Biological Self
Your genetic inheritance may not be edited, and no heritable change may be imposed on you or your descendants, without your consent. Your biological material, your tissue, your DNA and its data, and your people’s ancestral remains, may not be sampled, sequenced, patented, or commercialized by any outside entity without your consent, fair compensation, and, where a community is concerned, that community’s approval.
Article IX
The Right to Wholeness
Our Founders held that human dignity is granted neither by government nor social consensus, but is endowed by our Creator. Divine design is in our genome. We hold this truth above all to be self-evident and intrinsic to every person.
We affirm the integrity of the whole person — body, mind, genome, and that animating awareness, however named: spirit, soul, or connection to something greater than ourselves. We do not aim to define it. We aim to protect it. We hold only that it is real, that it is essential to what makes a person a person, and that it deserves the same protection from interference and violation as every domain named here.
Article X
The Right to Your Data and Digital Identity
Your records, biometric profile, behavioral model, and genetic record are your property, used only as you specifically allow and erased at your word. No identity or credentialing system may be used to deny you recognition as a person or to cut off your access to ordinary life, no digital surveillance may exceed what legal process would require in the physical world, and protected expression may not be silenced merely because it passes through a private platform.
Article XI
The Right to the Natural State as Default
Your unmodified natural state is the legal default. No permanent or irreversible biological intervention may be performed on you without your meaningful, informed, and uncoerced consent. Where you cannot yet consent, such an intervention is delayed until you can, and not made in your place, except in genuine emergency under specific and legally reviewable criteria.
Article XII
The Right to Genuine Consent
Any consent taken from you counts only if it is freely given, fully informed, specific to the act, and able to be withdrawn. Consent extracted by force or deception is no consent at all, and neither is consent extracted by economic pressure. You may not be made to choose between your inviolability and your livelihood. Conditioning your work, wages, benefits, insurance, credit, housing, schooling, or access to essential services on your submission to an intervention is coercion, and consent obtained that way is void. A reward that functions as a penalty for refusal is coercion under another name.
Article XIII
The Right to Refuse and to Withdraw
You may say no, and your no is final. A yes given once does not bind you forever. You may withdraw your consent, and where the intrusion can be stopped it must be stopped, and what was taken must be returned or destroyed at your demand.
Article XIV
The Right to Self-Determination
You may freely choose a treatment, an implant, a therapy, or any alteration of your own body or mind, and you may freely refuse the same. Neither your choice nor your refusal may change your standing as a person. The line is between the chosen and the compelled, never between the altered and the unaltered.
Article XV
The Right Against Instrumentalization
You may not be treated as a mere instrument: a source of data to be harvested, a body to be used, a mind to be steered, a genome to be engineered, or an input to an automated system run for ends that are not your own. You are always more than what can be done to you or computed about you.
Article XVI
The Right to Equal Standing
These rights belong to every person without exception and in equal measure. They do not weaken when a person is poor, imprisoned, ill, young, old, uncredentialed, unmodified, or unable to speak for themselves. No new class of enhanced, verified, or credentialed person may be raised above the rest. The most defenseless are owed the most vigilant protection, not the least.
Article XVII
The Right to Protection in Every Place
These rights follow you everywhere: on land, at sea, in the digital sphere, and beyond the Earth. No flag, private tribunal, corporate charter, platform, colony, or gap between jurisdictions may be used to strip them from you. The deepest of them, against slavery, trafficking, forced labor, and the arbitrary taking of life, hold absolutely in every place, and any rule that violates them is void.
General Provisions
On Association
Every right in this Bill is held by the natural person alone and in association with others. A family, a community, a people, or any association of natural persons holds these protections as fully as an individual, and none may be stripped of them by being treated as something less than an association of persons.
On Those Who Cannot Consent
Where a person genuinely cannot give consent, or a true emergency allows no time to obtain it, an intervention may proceed only if it serves that person’s own welfare, is the least intrusive measure that meets the need, follows the person’s known prior wishes, and rests on specific, objective, and legally reviewable criteria subject to independent review. This is a narrow safeguard for the person’s benefit, never a license, and the burden always rests on the one who would intervene.
On the Absolute Floor
The prohibitions on slavery, human trafficking, forced labor, and the arbitrary taking of life bind everywhere and admit no exception, no contract, and no authority that would suspend them, in any domain and in any place, including beyond the Earth.
On Waiver
No right in this Bill may be signed away in standard terms, surrendered as a condition of employment, service, credential, or access, or bargained away under duress. A waiver is valid only when it meets the full standard of genuine consent in Article XI.
On Enumeration
The naming of these rights does not deny or diminish others retained by the person. Where this Bill and other protections overlap, the one most protective of the person prevails.
On Precedence
No emergency, efficiency, public preference, or claim of the greater good may override these rights except through the narrow safeguard above. The pressure to cross these lines will rarely arrive as force. It will arrive as convenience, as safety, and as progress. It is then that these rights must hold.
